In general, it is in the effective interaction of the state with business that the possibility of effectively overcoming sanctions is seen. The state should help enterprises conduct their activities in difficult economic conditions, and business should take care of the implementation of the directions chosen by the state as key ones. It is this interaction that will provide opportunities to overcome the difficult situation that has developed at the present time.

Минаков [Анхель 2022] говорят о том, что данный механизм имеет свою историю, например в ХХ в. Применение санкций было активно направлено на страны социалистического лагеря во главе с СССР (Х. Л. И.
