Kate: Jane, can you say some words about the House of Lords.

Jane: Sure. As you see the chamber of the House of Lord is richly decorated and more comfortable than the Commons. In the chamber of the House of Lords, where the State Openings of Parliament take place with the Queen reading from the throne, the Lord Chancellor, who is also Speaker, has a seat called the woolsack.

Kate: I agree with you. As for its functions I can say that the Lords pass the Bills sent to it from the House of Commons, amend Bills and send them back to the Commons for approval, delay Bills for a limited time, starts its own Bills.

Jane: So, Kate, I hope you liked our Parliament.

Kate: I like it very much. Thank you, Jane for having taken me to the Parliament.

Учитель: And now you should scan the text and fill in the gaps.

OK, let’s read it. What have we learned?

Parliament is the supreme legislative authority in Britain. Its main functions are:

To pass laws

To provide taxation

To examine government policy

The Bill must be passed by both Houses and get the royal assent.

– Учитель: OK, we see that all these institutions are important in the political life of the state.

Now, we have come up to the executive branch of the political system of the UK.

Let’s speak about Government, Prime Minister, and the Cabinet.

Let’s imagine that we are at the meeting of the Cabinet. I asked some of you to prepare short reports on this topic.

Ученик 1 (Премьер-Министр): OK, Good morning, Ladies and Gentlemen. Today we are here to discuss your functions. Is the Chancellor of the Exchequer here?

Ученик 2: Yes, sure. I’m responsible for the finance. I think I must control everything dealing with money. I consider we must save the money. And of course, to enrich our country.

Ученик 1: You are right. And what about the Foreign Secretary?

Ученик 3: My job is international affairs. I must support good relationship with different countries and to defend British citizens.

Ученик 1: Yes, you are right. British people live all over the world. They need diplomatic support. Is the Home Secretary here?

Ученик 4: Exactly, as for me I must keep law and order. All people must observe the law. If not, they will be punished.

Ученик 1: I agree with you. Health of the nation is a very important thing. What does the Secretary for Health think about it?
