Полагаем, что содержащиеся в сборнике аналитические материалы будут интересны не только государственным служащим или представителям субъектов, непосредственно подпадающих под действие законодательства о публичных закупках, но также и иным специалистам, занимающимся проблемами правового регулирования отношений в рассматриваемой сфере.
Надеемся на то, что проведение подобных научных мероприятий по проблемам применения законодательства о публичных закупках в кругу признанных специалистов станет доброй традицией, а заседания в обозначенном формате будут проводиться на юридическом факультете МГУ имени М. В. Ломоносова на регулярной основе.

You are holding a collection of reports and other materials submitted by participants of the Second All Russian Scholarly Practical Conference "Public Procurement: Problems of Legal Practice", which was held June 6, 2014 at Moscow State University named after M. V. Lomonosov. The conference was organized by Moscow State University named after M. V. Lomonosov, Moscow Branch of the Association of Lawyers of Russia, the Regional Public Organization "Alumni Association of the Law Faculty of Moscow State University", the Publishing Group "Lawyer" and Publishing House "The Legal House "Yustitsinform"'. This conference is the fourth scholastic event at the Law Faculty of Moscow State University for the past two years devoted to consideration of the problems of application of the legislation on public procurement (a conference on this topic is held annually in the summer, and a round table – in the fall). The conference is dedicated to the study of the main problems of the application of the Federal Law of April 5, 2013 No. 44 FZ "On the contract system in the procurement of goods, works and services for state and municipal needs" (Law No. 44 FL), the Federal Law of 18 July 2011 № 223 FZ "On procurement of goods, works, services, certain types of legal entities" (Law No. 223 FZ) and other normative instruments regulating relations in the sphere of public procurement. This collection includes articles by well known specialists in the legal regulation of relations in the sphere of state, municipal, "corporate" and other public procurement. The authors of the articles are scholars, government officials, employees of contracting authorities and of those acting as suppliers in public procurement, representatives of NGOs, independent experts and practitioners. We believe that the information contained in a collection of these materials will be of interest not only for government employees or representatives of entities that are directly covered by the legislation on public procurement, but also other professionals involved in the problems of legal regulation of relations in the sphere under consideration.
